Further shr quotation mark fill fixes

(shr-char-kinsoku-bol-p): The quotation mark isn't a kinsoky BOL char.
(shr-find-fill-point): Remove the special checks for the quotation
mark, since `shr-char-kinsoku-bol-p' should now return the right
thing.
